Changed app location from asia-south1 to europe-west

First, we chose Mumbai, India because we know that India is a country that uses more torrents and it is nearest to our hometown, Manila, Philippines. But because of the cost of maintaining the app in asia-south1, we chose to move to europe-west because it is near to the hometown of Uriel (the original maker of the app), Djursholm, Sweden and the cost of maintaining in Belgium is the same as as us-central (Iowa).
